Specialists Identify Russian Fear Strategy Against Cruise Missile Deployment

Moscow is executing a psychological influence initiative of intimidations to discourage the US from supplying long-range missiles to Ukrainian forces, according to conflict researchers. An influential official declared: “We understand these missiles completely, how they fly, how to shoot them down, we encountered them in Syria, so this is not innovative. The providers and the operators will have problems … We will find ways to damage those who cause us trouble.”

Ukraine's Military Push Progress

Ukraine's military were imposing substantial damage in a counteroffensive in the Donetsk front, the central battlefield, Volodymyr Zelenskyy reported on midweek. The Ukrainian president's account, based on a briefing from his senior military officer, differed from the Russian president's remarks to defense leadership a day earlier in which he said the invading army maintained the operational control in every combat zone.

In an assessment dated early October, conflict monitors said Russia was suffering significant losses, especially due to drone strikes by Ukraine, in compensation of minor territorial gains. Kyiv's troops, Zelenskyy said, were “defending ourselves along various sectors”, highlighting especially the Kupiansk area, a heavily damaged urban area in Ukraine's northeast under intense attacks for several months.

Area Conditions

Administrative officials in Ukraine's southern region of southern Kherson said Russian attacks on Wednesday caused three deaths in and around the city of the oblast center. The governor of northern Sumy, on the border area with neighboring Russia, said three people died in unmanned aerial strikes in various areas. Kyiv's air command said it intercepted or jammed 154 out of 183 Russian strike and decoy drones through the evening.

Military action substantially impacted one of Ukraine's thermal power plants, officials reported on midweek. Two workers were harmed during the strike, according to industry sources. Officials offered no further information, regarding the plant's location, but government officials said strikes hit critical utilities in Ukraine's northern Chernihiv, southern Ukraine and the Dnipropetrovsk area.

Civilian Effects

In the border community of Shostka, severely affected by the military campaign against the power supply, officials have put up tents where residents may find shelter, access hot drinks, power electronic devices and receive psychological support, based on information from regional head.

Diplomatic Response

Ukraine's ambassador to the North Atlantic Treaty Organization on Wednesday called on NATO members to increase acquisitions of American military equipment for Ukrainian forces. “It's not that we prefer US equipment rather than allied or some other European weapons – the issue is that we require the America for equipment that European countries are unable to supply,” said the diplomatic representative.

Germany's national police will immediately gain permission to intercept unmanned aerial vehicles, government official said on midweek, in response to numerous UAV observations suspected as Russian efforts to spy and intimidate. Presenting proposed legislation, the minister said law enforcement would receive permission “to implement state-of-the-art technical action against UAV risks, for example with electronic countermeasures, electronic interference, navigation system disruption, but also with physical means”.

Regional Protection Issues

European Commission President stated on Wednesday that Europe must ramp up its defenses to deter complex threat operations following air incursions, digital assaults and damage to undersea cables. “This doesn't represent random harassment. They constitute a systematic and intensifying operation,” the leader said in a speech to the European parliament. “A couple of events are random chance, but three, five, ten – this constitutes a planned and specific ambiguous warfare operation against the European Union, and European countries should answer.”

Displacement Status

The Switzerland's administration has extended its refugee protection provided to Ukrainian refugees to at least 4 March 2027. Protection status S, which enables individuals to travel abroad as well as work in Switzerland, is normally capped at one year but can be continued. “This determination shows the persistent precarious security situation and ongoing military actions across significant Ukrainian territory,” said a Swiss government statement. “Regardless of international peace efforts, a lasting stabilisation that would enable protected homecoming is not projected in the foreseeable future.”
