The Reasons Behind the Indian Passport Continues to Drop in Global Ranking

In recent months, an online clip from a popular travel content creator complaining about India's weak passport went viral on social media.

He mentioned although nearby nations like Bhutan and Sri Lanka were more welcoming of Indian tourists, securing travel permits for visiting most Western and European countries remained a challenge.

Such concerns regarding India's poor passport strength was reflected in recent Henley Passport Index, which placed India in the 85th spot out of nearly two hundred nations, five spots lower than last year.

Officials in India have not issued a statement regarding these findings yet.

Countries like Ghana, Rwanda and Azerbaijan despite smaller economic size compared to India – which is the fifth-largest economy globally – are ranked higher on the index at the 78th, 74th and 72nd spots, in that order.

Actually, the country's position in the past decade has remained around the eighties, falling to the 90th spot in 2021. Such standings appear poor when measured against Asian nations like Japan, South Korea and Singapore, which have consistently held leading ranks.

Global Passport Power Measures

Passport strength reflects a nation's soft power and international standing. This leads to enhanced travel freedom for its citizens, improving commercial and educational prospects. Limited passport power results in more paperwork, higher visa costs, fewer travel privileges and longer waiting times for travel.

However, even with the drop in position, the number of countries offering visa-free access for Indian citizens has grown over the last ten years.

For example, eight years ago – when the current administration's ruling party assumed office – fifty-two nations provided visa-free access for Indian passport holders and its passport at seventy-sixth position on the index.

The following year, it tumbled to eighty-fifth place, then improved to 80th over the past two years, dropping again to the 85th position this year. Meanwhile, countries allowing visa-free travel to Indian citizens increased from 52 in 2015 to 60 in 2023 and 62 in 2024.

The Competitive Global Mobility Landscape

The number of nations allowing visa-free entry this year (57) is higher than what it was in 2015 (fifty-two), yet India's rank for both these years remains at eighty-fifth. What explains this situation?

Analysts note that a major reason is the increasingly competitive landscape in international travel – indicating that nations are entering into more travel partnerships for their populations' advantage and economic growth. As per recent analysis, the global average number of destinations travellers are able to access visa-free has almost doubled from fifty-eight nineteen years ago to 109 in 2025.

For example, The Chinese passport has increased the number of visa-free countries its citizens can travel to from fifty to eighty-two in the past decade. Consequently, its rank on the index has enhanced from ninety-fourth to sixtieth in that same duration.

In comparison, The Indian passport – previously positioned 77th on the index in July – fell to the 85th position in October after losing access to two countries.

Other Influences Affecting Passport Strength

A former Indian ambassador notes multiple elements that affect the strength of a country's passport, like its economic and political stability plus its openness to welcoming citizens from abroad.

For instance, the US passport has fallen from the top ten currently holding the 12th position – its lowest ever – due to its increasingly insular stance in world politics.

The former ambassador mentioned that during the seventies, Indian citizens had visa-free travel to many Western and European countries, though this shifted following Khalistan movement in the 1980s. Later political disturbances have further chipped away at India's image as a stable, democratic country.

"Numerous nations are growing increasingly wary regarding migrants," the diplomat added. "India has a high number of people migrating to other countries or remaining beyond visa limits affecting the country's reputation."

Elements such as the security level a country's passport is and its immigration procedures also play a role in gaining visa-free access to other countries.

Security and Technological Improvements

The Indian passport remains vulnerable to security risks. In 2024, authorities detained 203 people for suspected passport and visa irregularities. India is also known for complex immigration processes with lengthy timelines for visa approvals.

The former ambassador says that technological advances, such as the newly introduced electronic passport or e-passport, can improve security and streamline immigration. The e-passport includes a small chip that stores biometric information, increasing difficulty to forge or tamper with the passport.

But, more diplomatic outreach and travel partnerships continue essential to boosting the global mobility of Indians and, by extension, the Indian passport's global position.
